Ontario Breaks Ground on Long-Term Care Home in Richmond Hill

New home will bring 124 modern long-term care beds to the community

RICHMOND HILL — Construction is underway to build Carefirst Campus of Care York Region, a 124-bed new long-term care home in Richmond Hill. This project is a recipient of the new Capital Funding Program (CFP), as part of the government’s plan to protect Ontario by creating good jobs and building for the future, while ensuring long-term care residents get the quality of care and quality of life they need and deserve.

“Our government is fixing long-term care by getting shovels in the ground and ensuring residents can get care where and when they need it,” said Dawn Gallagher Murphy, Parliamentary Assistant to the Minister of Long-Term Care. “Today’s announcement is great news for Richmond Hill and will ensure that 124 people will get the care they need in modern, safe homes.”

The Carefirst Campus of Care York Region project is a not-for-profit home that will have a medical centre on the ground level and be part of a campus of care to provide convenient access to health care services for residents. The home’s amenities will include a café-tuck shop, hair salon, chapel, secure outdoor garden and paths.

The home’s design includes larger resident common areas and air conditioning throughout. The design is centred around four ‘Resident Home Areas’, each of which creates a more intimate and familiar living space for up to 31 residents, with dining and activity areas, lounges and bedrooms. Carefirst Campus of Care York Region is expected to welcome its first residents in 2027.

This project is part of the Ontario government’s continued progress toward its commitment to build 58,000 new and upgraded long-term care beds across the province, as outlined in the 2025 Ontario Budget: A Plan to Protect Ontario. This is one more way the government is ensuring Ontarians get the quality of care and quality of life they need and deserve.

  • The government’s new Capital Funding Program (CFP) will help build more long-term care homes faster, especially in regions like the Greater Toronto and Hamilton Area (GTHA) and northern Ontario which are impacted by labour shortages, supply chain constraints and other challenges.
  • As of July 2025, 148 projects representing a total of 24,101 new and redeveloped beds are completed, under construction, or have ministry approval to construct.
  • The CFP, launched in July 2025 as part of the 2025 Long-Term Care Home Capital Funding Policy, is a continuation of the government’s ambitious and extensive long-term care construction campaign and builds on its historic investment levels. The CFP replaces the construction funding subsidy top-up introduced in 2022, which resulted in the largest construction of long-term care projects the government has achieved in a single year.
  • The CFP provides a more responsive and equitable funding framework that better reflects regional cost variations while addressing diverse operator needs within the long-term care sector.
  • Building more modern, safe and comfortable homes for our residents is part of the Government of Ontario’s Fixing Long-Term Care Act, 2021.
  • The province is taking innovative steps to get long-term care homes built, including modernizing its funding model, selling unused lands with the requirement that long-term care homes be built on portions of the properties, and leveraging hospital-owned land to build urgently needed homes in large urban areas.
