Minister Marc Miller unveils 2025-2027 immigration plan with reduced targets for temporary and permanent residents, focusing on sustainable growth and economic prosperity

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, unveiled Canada’s 2025–2027 Immigration Levels Plan today, introducing a strategic approach to manage population growth and ensure long-term sustainability. For the first time, the plan includes controlled targets for both temporary and permanent residents, addressing international students, foreign workers, and overall immigration levels.

The plan represents a significant shift in Canada’s immigration strategy, with a temporary pause in population growth to alleviate pressures on housing, infrastructure, and social services. Minister Miller emphasized that immigration remains crucial to Canada’s economic success, highlighting how increased immigration levels helped fuel economic recovery post-pandemic by quickly integrating skilled workers into the labor force.

“We took decisive measures to attract the world’s best and brightest to study and work in Canada, which not only accelerated our economic recovery but also helped avoid a recession,” said Miller.

Key Targets and Population Forecasts

The 2025–2027 plan is set to reduce the number of permanent residents over the next two years. The new targets are:

  • 395,000 permanent residents in 2025 (down from 500,000)
  • 380,000 in 2026
  • 365,000 in 2027

Temporary resident numbers will also be reduced, with a goal to limit their volume to 5% of Canada’s population by 2026. This follows recent measures, such as caps on international students and stricter temporary foreign worker eligibility. The temporary population is projected to decline by 445,901 in 2025 and 445,662 in 2026, with a slight increase of 17,439 in 2027 as more temporary residents transition to permanent status or leave the country.

Economic and Social Benefits

The plan also aims to address labor market demands in key sectors like healthcare and trades, with permanent resident admissions in the economic class expected to make up 61.7% of total admissions by 2027. Additionally, Minister Miller highlighted efforts to strengthen Francophone communities outside Quebec, with Francophone immigration targets rising from 8.5% in 2025 to 10% by 2027.

Minister Miller assured Canadians that these adjustments would support long-term economic growth while ensuring that immigration programs remain well-managed. “Through this plan, we are ensuring everyone, including newcomers, has access to the well-paying jobs, affordable homes, and social services they need to thrive.”

The new plan balances Canada’s immediate needs with its future economic and social goals, creating a sustainable pathway for growth and prosperity through immigration.
